The Directorate General of International Development Cooperation-Hellenic Aid of the Hellenic Ministry of Foreign Affairs is the competent national authority, which shapes and coordinates Greek development policy and monitors programmes of development aid.
In response to the call of the UN General Assembly in its resolution 61/194, the Government of Greece has once again supported Lebanon by providing technical and financial resources for the implementation of key projects addressing imminent needs, based on close consultations with the Lebanese local authorities.

The United Nations Environment Programme (UNEP) has a long-standing experience in working with Lebanon through its Regional Office for West Asia, and was able in the immediate aftermath of the 2006 conflict to send in a Post-Conflict Assessment Team to undertake a rapid Post Conflict Environment Assessment to assess and ascertain the major environmental issues arising as a result of the conflict. UNEP was closely involved in the discussions and elaboration of the project concept and was asked to manage the project implemented by the Ministry of Environment.

The United Nations Development Programme (UNDP) Lebanon was involved from the onset in the discussions around the project and its implementation modalities. The UNDP, in close coordination with UNEP, is currently supporting the MoE in implementing the Air Quality Management component whereby UNDP is responsible for the procurement and installation of the equipment. Also, UNDP ensures on-the-ground monitoring and evaluation of the different project activities.
