In response to the conflict of July-August 2006 and the subsequent oil slick on Lebanese shores, the Government of Greece allocated $1.64 million to the Government of Lebanon for the implementation of an environmental monitoring project in Lebanon to be implemented by the Ministry of Environment (MoE) in Lebanon, under the management of the United Nations Environment Programme (UNEP) in collaboration with the United Nations Development Programme (UNDP) in Lebanon.
The coastal zone of Lebanon was highlighted as high priority area for action, given its importance in the socio-economic fabric of the country, and considering the growing concerns on health and environmental conditions. As a result, the project addresses two (2) areas of focus, (i) the actual quality and monitoring of the coastal and marine environments, and (ii) reviewing and identifying opportunities for socio-economic development in the coastal zone.
Furthermore, monitoring of air quality in the Lebanese cities and specifically in urban centers and dense agglomerations was considered essential for improving the quality of life of the concerned residents.
The objective of the project were therefore set to improve the understanding of the environmental quality in Lebanon and its implications for the population through the development and implementation of monitoring programmes, review of existing legislation, and development of appropriate monitoring strategies. The project will address three (3) components:
استجابةً لدعوة الجمعية العامة للأمم المتحدة في قرارها 61/194 حيث دعت الدول الأعضاء والمنظمات الدولية والمؤسسات المالية الاقليمية والمحلية والمؤسسات غير الحكومية والقطاع الخاص على تأمين المساعدة المالية والتقنية للحكومة اللبنانية لمعالجة الأضرار البيئية من تسرّب بقع النفط على الشواطئ اللبنانية بعد نزاع تموز – أب 2006، خصصت حكومة اليونان 1.64 مليون دولار لتنفيذ مشروع لتحسين المراقبة الموارد البيئية من قبل وزارة البيئة، بإدارة برنامج الأمم المتحدة للبيئة (UNEP) وذلك بالتعاون مع برنامج الأمم المتحدة الإنمائي (UNDP) في لبنان.
تم تسليط الضوء على المنطقة الساحلية في لبنان، نظرا لأهميتها في النسيج الإجتماعي والإقتصادي للبنان، نتيجة تزايد المخاوف الصحية والبيئية، وذلك بهدف فهم الواقع البيئي لهذه المنطقة ورصد الموارد الساحلية اوّلاً، وثانياً لاستعراض وتحديد الفرص المتاحة للتنمية الاجتماعية والإقتصادية فيها.
من جهة ثانية، تمّ التركيز على نوعية الهواء في المدن اللبنانية وتحديدا المدن الكبرى على سبيل المثال بيروت حيث يقيم 40% من السكان.
يكمن هدف المشروع الحالي بتحسين مفهوم جودة البيئة في لبنان وآثارها على السكان من خلال تطبيق المراقبة البيئية وتطوير الحلول من خلال البرامج المناسبة والسياسات الموجّهة. يعالج المشروع ثلاثة عناصر أساسية وهي:
الإدارة المستدامة للبيئة الساحلية والبحرية من خلال تطوير قدرة مراقبتها
الإدارة المتكاملة للمنطقة الساحلية مع التركيز على خلق الفرص الاجتماعية والاقتصادية
تحسين القدرات التقنية لوزارة البيئة لمراقبة نوعية الهواء في المدن الكبرى.
